The Intel’s Core i7-6700HQ belongs to the Skylake series launched in the third quarter of 2015 about 6 months later than the Haswell’s i7-4720HQ. Obviously you expect the Skylake’s Core i7-6700HQ to be faster.
Let us take a look at quick specification of the two processors.

The two processors have the same number of cores and both support Hyperthreading. The Turbo clock frequency is a tad higher ( by 100 MHz) for the i7-4720HQ. If the two architectures were at the same performance level, we would see a marginal improvement due to the slightly higher turbo clock frequency. The Skylake did not make any substantial improvement in performance for same clock frequency, and therefore we should see only slight, if any improvement in the processor performance.
The passmark score for i7-6700HQ stands at 8064 as compared to 8109 for i7-4720HQ, confirming our hypothesis that the Skylake did indeed not make any substantial improvement in performance.
The Skylake did manage to reduce the power envelope ( TDP is down to 45 Watts from 47 Watts), but not to the level we expected from a 22 nm to 14 nm transition.
We should see slight improvement in the platform power consumption due to DDR4 in the Skylake that works at 1.2V as compared to 1.5V for DDR3 in Haswell. There is no performance improvement due to the use of DDR4 at this moment. The reason for this has to do with the degradation of latency when the clock frequency is improved.
The only respite for the Skylake is the integrated graphics performance. You may want to search for HD Graphics 530 ( in Skylake ) Vs HD Graphics 4600 ( in Haswell) to get an estimate of the improvement in the integrated graphics in Skylake.
